Use a release version of FACT-Tools

FACT-Tools is released regularly with fixed version numbers and the jars are provided via our CI system.

So it would be best, just to download them from there: https://github.com/fact-project/fact-tools/releases

It you require a certain FACT-Tools commit for any reason, let me know and I will add a tag for that version, which will automatically upload the jar to the github releases page.

The pass4 of the photon-stream uses exactly this commit:

That is not a tagged, released version of FACT-Tools.

I will add a tag for this commit, but anyway, it would be good to use a release version, not a more ore less random commit.
