Cut a new release

Tried doing some prototyping with this earlier today, and congress.votes.VotesClient.recent wasn't available when I used the version on PyPI.

Turns out what's published there (v0.3.5) is missing all of this subsequent development: v0.3.5...e13a62b

Perhaps worth a v0.3.6?

I very nearly archived this repo a couple months ago. If someone wanted to take it over, I'd be happy to hand over the keys.

Will defer to the folks at ProPublica, since the data still does appear to be flowing properly. I was just using it during an internal hack day, fwiw, so I'm not sure I'd be all that much more helpful.
