[FEATURE REQUEST] Allow adding Shipping partners from config or UI

Is your feature request related to a problem? Please describe.
I can see that adding a new shipping partner only requires name and tracking url with parameterized value but there is no option to add/override these from config json or Admin panel

It should not need any modules to add/override Shipping partners
