How to reproduce

Case 1
Preconditions:
user 1 has file in Manage attachments in Share with me section

Steps:

1. by user 1 create custom app with icon file from "Shared with me" section
2. by user 1 create publication request for this app
3. by admin approve this request -> icon file is not displayed in request
4. by user 2 open DIAL Marketplace and find published application -> default icon is displayed for app -> bug

Case 2
Preconditions:
user 1 has file in Manage attachments in Organization section which is not available for user 2

Steps:
1.by user 1 create custom app with icon file from "Organization" section
2-4 the same as in case 1

Actual result

default icon displayed for users who do not have access to files from "Shared with me" or "Organization"

Expected result

TBD:
possible options:

1. forbid select files from shared with me and Organization for custom app publication
2. add files from these sections to request
