Need last_updated time added to job to check for stale jobs.

Add last_updated time to job and update in job set method
Add param to web-services with timeout in hours, default timeout is 6 hours
Add cron job to do HTTP PUT /jobtimeoutcheck that checks for timeout conditions and performs corrective action #80

Note old job will fail to update as ETAG will not match.
