Issue details
It seems that wikis added to configuration but not yet existing in the database are not properly grabbing the blank MediaWiki DB file (tables.sql) and generating a clean wiki. Instead it seems they may be failing. I'm saying "may" because I haven't tried this directly, but instead am having the issue when attempting to deploy with --overwrite and if backup files aren't present it's throwing an error when it should just be creating a blank wiki.
