Notify user an action was assigned to them

An offline user should be notified they have been assigned an action (email for example). Also perhaps the number of open actions would appear in the top bar similar to reviews.

Implementation idea (there is probably a better implementation):

If assigning an assignee made the assignee a watcher of the action page and then notified you the action page was updated?

Or it would be in the change summary? The update summary would be “assigned you an action” and therefore would be in the email.
