Item voting

The default Smores config should contain an entry for each item and ore, with a setting of "unchanged" or "autodetect".

Mods should be able to send IMCs to Smores asking for specific dusts, ingots, gears, or entire categories. Smores should offer simple recipes for all of the subitems, but also allow mods to vote for no recipe if they have a processing machine to make them. (Should mods also be able to vote for forcing the simple recipe, or should that be by setting a config option?)

If Smores receives no IMCs at all, it may also be good to enable all items for convenience. Unsure.
