Reblogs look like quote reblogs when media cannot be downloaded

Two separate cases I have seen a reblog appear as a quote reblog with the same content as the original post. I am logged in to a private gotosocial instance and both instances that the reblog came from are misskey instances, however, this only happens on elk.zone, so I do believe that it is an elk issue.
