Dock button error

What Happened?

dock buttons are always active even they are not visible. when you are full-screened an app, and you need to click on bottom, you can easily click on the dock, even they are hidden.

Steps to Reproduce

1.open any application and full screen it.
2.the dock bar are hidden
3.click anywhere on the bottom.
4.the same position you clicked, will active an app on the dock bar

Expected Behavior

I wanna click on the button on the full screened application, not the dock bar! this is really annoying, please fix it.
