Context menus are rendered behind the dock

What Happened?

Context menus are behind the dock and thus are not interactible.

Steps to Reproduce

1. hide dock when it overlaps the active window
2. open any app that can open a context menu
3. open a context menu with enough space, so that i will be rendered to the right bottom of the cursor just above the ede of the screen
4. now the context menu should be behind the dock

Expected Behavior

Context menus should be rendered above the dock.

Facing the same issue

The issue is not exactly the same for me : the context menu is rendered behind the dock when it opens or closes, but it passes in front of it as soon as the dock finished its opening animation.
