What Happened?

We have a --load-local command-line option but almost of its logic was removed when we make AppCenter Flatpak-only (#2144). As a result, AppCenter does nothing when you pass a local metadata file through --load-local option.

I want this feature comes back to AppCenter because it is useful when you develop apps and want to preview metainfo quickly.

Steps to Reproduce

  1. Run io.elementary.appcenter --load-local /usr/share/metainfo/io.elementary.appcenter.metainfo.xml
  2. See AppCenter opens but the appdata parsed from the metainfo file doesn't appear in the banner in Home page.

Expected Behavior

The appdata parsed from the metainfo file passed with --load-local option should appear in the banner in Home page as in the older versions of AppCenter.
