Element X supports MatrixRTC which is the future VoIP mechanism selected by Element. It all calls that use 'Element call's as a frontend.
Element web and Element desktop also enabled element call support in recent releases. So, yes 1:1 through Element call is supported.

What is not supported is using the Jitsu widget that Element Web supported or 'Element legacy calls' which are on their way out.
