"Entry Point Not Found" on Windows 7 using desktop app

Steps to reproduce

1. Where are you starting? What can you see?
   Immediately after recent update, application will no longer open, just an error comes up that says

"Element.exe - Entry Point Not Found

The procedure entry point GetPackageFamilyName could not be located in the dynamic link library KERNEL32.dll."

2. What do you click?
   Nothing, program closes and refuses to run. Friend who is also using Windows 7 has the same problem.

For Element to open and run

What happened instead?

Just the error message, then it closes

https://element.io/get-started but this happened after the last auto update
