Describe the bug:
User with "all" Kibana -> Security privileges but with "None" Management -> AI Assistant privileges cannot navigate/configure the Knowledge Base from the “Security AI settings”

Kibana/Elasticsearch Stack version:
8.16 BC1

Steps to reproduce:

  1. Create a user in with "all" Kibana -> Security privileges but with "None" Management -> AI Assistant privileges (screenshot below)
  2. Log in with this user, open the AI assistant
  3. Click on "..." menu and click on "Knowledge Base". Notice how it does not take you the Knowledge Base settings.
