create rollap chain with the same chain-id as an existing vanilla chain

Preconditions

none

Test Steps

1. create a 3rd party chain with chain-id X
2. create IBC connection for this chain and make some ibc transfers
3. create rollapp with chain-id X (so the same chain id) and create IBC connection for it

Expected Results

transfers to and from the rollapp and to and from the 3rd party chain should succeed
