create vanilla cosmos chain with the same chain-id as an existing rollapp

Preconditions

none

Test Steps

1. register a rollapp with chain-id X and create an IBC connection for it and make ibc transfers
2. create an ibc connection to a 3rd party chain with chain-id X (so same chain-id)
3. make transfers to and from the 3rd party chain

Expected Results

ibc transfers for both rollapp and 3rd party chain should work
