Project success = satisfying the win conditions of all success-critical stakeholders.

Therefore, failure to include one or more success-critical stakeholders creates severe risk of project failure.

Success-critical stakeholders are individuals or groups whose approval is needed for the project to move forward. This includes, but is not limited to, the users, customers, developers, investors, administrators, and those with management, financial, legal, or policy interests.

All such viewpoints must be actively represented by someone who represents the stakeholder, has the knowledge to make decisions, the authority to make commitments, and the time and interest to participate.
