backgroundScroll not showing from Authoring Tool (0.10.2 . FrameWork 4.4.1)

I have tried every option without any luck. I hope I am not missing anything. The Blocks seem to be spaced out, but no sign of a background image. I have tried on Block and Article Level with different sizes of images.
