On 2.1.1 trying to install cia via gm9 but the source did not seem to provide dbs folder

It's not bug, gm9 doesn't have the ability to generate fresh db by itself
You need to install something in 3ds firmware first
(Like download update from eshop)
It's surely better to have the ability to generate fresh db.
