Cape Town's water crisis is way deeper than just the current drought. Population / agri / industry growth means that it is out-stripping the available natural water resources, even in wet years. And, water quality is also a major issue: scary amounts of the available water is tainted by sewerage / industrial pollution. So, while the initial focus is the drought, should we perhaps expand the scope to be water itself to ensure this project outlives the current dry season?
