Fix logic to prevent validation "pass" response if URL target is not Relax-NG #3

If a valid URL is specified for the schema location but the target is not a Relax-NG then the validation will "pass".

e.g.,

schema url: http://cwrc.ca/schemas/
doc:

results in a "pass" response
