Section page resource update

Some mentors are requesting an easier way to share announcements and resources with their students rather than emailing them. Mentors would like to share announcements and image/PDF resources with just their section. For the announcements, this is just a text field, but images or PDFs would require defining a new folder structure within Amazon S3 to store these files.
