hi,
mediasoup has some goods for simulcast, but in your lib they not implemented:

consumer event layerschange
https://mediasoup.org/documentation/v3/mediasoup/api/#consumer-on-layerschange

and consumer methods and fields for layers
https://mediasoup.org/documentation/v3/mediasoup/api/#consumer-preferredLayers

I need to change layer to max quality for consumer when I open him fullscreen, but I can't

If I wrong can you provide some information?
