Can a new list-repo feature be added to list all repositories in registry or harbor

That’s not a feature of the cross-vendor distribution API; it would have to be a specific Harbor client (if Harbor has that feature). That’s not entirely out of the question, but, also, not something Skopeo has traditionally done.

Also, “all repositories in a registry” is something useful primarily for an administrator of that registry; it would need to be something like “repositories available to a specific user account”, and that goes even deeper into product specifics.
