Very likely, this package is not really functional on aarch64. Many of the pselecter.pyx tests fail on aarch64.
Upstream this is sagemath/cysignals#159.
Before 1.11.0 we did not run these tests since we cross-compiled (I believe.) Now, we are building and testing in qemu and these tests fail.
