Default "General Court" Filter Missing on Browse Bills Page

Describe the bug
On the Browse Bills page on the dev site, on a fresh page load, there are no filters applied.

This is different from the expected behavior we see in production - we expect there to be one default filter that shows only the current general court.

We should re-introduce this "current court" filter to avoid unnecessarily showing users older bills.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Browse Bills' on the dev site
2. See that "193rd (Current)" under the "General Court" facet is not checked by default
3. See that there are ~16,000 search results for bills (when each court only has ~8,000)

Expected behavior
When the "Browse Bills" page loads, the "General Court" facet should default to "193rd (Current)" (or whatever the current court is)
