Describe the bug
On the Browse Bills page on the dev site, on a fresh page load, there are no filters applied.
This is different from the expected behavior we see in production - we expect there to be one default filter that shows only the current general court.
We should re-introduce this "current court" filter to avoid unnecessarily showing users older bills.
To Reproduce
Steps to reproduce the behavior:
Go to 'Browse Bills' on the dev site
See that "193rd (Current)" under the "General Court" facet is not checked by default
See that there are ~16,000 search results for bills (when each court only has ~8,000)
Expected behavior
When the "Browse Bills" page loads, the "General Court" facet should default to "193rd (Current)" (or whatever the current court is)

There were a bunch of recent changes to the Browse Bills page for the Tag Search that are live on the dev site - this is probably related @HuanFengYeh
