Add "See Following" + "Newsfeed Options" to Newsfeed

Summary
We currently only make it possible for users to see the content they follow (and their follow notification settings) on the Edit Profile page. We have also recently added links to these items from the "View Profile" page.

However, one key item that came out of our user testing sessions was that users also expected to be able to find the content they're following and their notification settings from the Newsfeed itself. To that end, we should add the same links we added to the "View Profile" page to the top of the Newsfeed.

Work Detail

• Add the same "Followed Content" and "Settings" buttons from the View Profile page to the Newsfeed
  • Place them at the top, next to the checkboxes, but aligned to the right.
  • There is no Figma - a best-effort first pass is fine here and we can refine in post-V2 work if need be.
