support localisation of ZIP code #323

ZIP code is US-specific. Changes to support i18n include:

use going_postal gem (as per Support internationalized installations of Ohana #319 (comment)). Or just provide a setting to disable validation.
Wrap all related strings in t() functions.
Handle the maxlength attribute in the form (any suggestions of best practice how to do this?)
