[ui-components] Tooltip is hidden under components with relative or absolute positions #194

Tooltip's content is hidden under other components when:

  • tooltip is rendered at the bottom (or right side) of the target element
  • when elements below or to the right side from target element have "relative" or "absolute" CSS position;

@nathanstilwell , what do you think about using react-popper-tooltip instead of pure react-popper package?
react-popper-tooltip is build on top of react-popper and additionally handles different ways for tooltip triggering and provides basic styles that prevents such issue.

@koorosh I'm good with using react-popper-tooltip. At one point I had imagined we could use react-popper for a generic Popover component, but it seems like that's going to be a while. 😄
