Menus

Here's how we could merge all action menu items (everything but changing the view, which would still be under the view menu next to the toggle)

From left to right: file(s) selected, directory selected, nothing selected.

Icons have hover tooltips (with keyboard shortcuts shown).

We'd want to have the same menu for the context menu as the ... menu for most things, but should probably remove some items that aren't contextual, like the keyboard shortcuts modal:
