Due to nearby tracks and their clearances, pin 2 wasn't connected to GND plane on top. Since this POF receiver is mounted on bottom layer, there's no way to solder this pin to GND.

Suggestion is to move these tracks in such a way to allow connection to the top layer GND plane.
