Updating of DOI is not triggered when updating the collection

We register more metadata with DOIs. This metadata can change when collections are updated (name, authors, ...). We need to implement a mechanism to update the DOI metadata after updating the collection itself.

This will require some thought since the collection is already published there is the need for some mechanism to notify the user about issue when updating the DOI fails. Maybe it is sufficient to notify the admin via the admin panel.
