Reorganize config UI

Need to experiment with this. Not really sure if a secondary set of tabs would look good. I'm thinking there should be a top level menu that navigates to submenus. Each submenu has breadcrumbs at the top for navigating back. Maybe with dropdowns for navigating sibling submenus.

Top level:

• Controller
• Display (font and colours would be moved here)
• Controls
• Advanced

Controls submenu:

• Use table to list controls with edit, up, down, delete buttons
• Same dropdown for adding new control
• "Bulk edit" button goes to separate submenu
• Editing goes to another submenu with fields organized a bit better
• Breadcrumbs: Config / Controls / 1. Type - Name
