Unknown Publisher Warning: on Install

Motivation
Receiving "Unknown Publisher Blue Screen"

Description
when clicking on the .exe file to install chaiNNer, windows 11 will pop-up the unknown publisher warning.
In some cases, users without Admin will not be able to bypass this to install.

Alternatives
I will click "more info" that allows me to get to the next screen to run it.
This is not intuitive to new users.

Too bad SigStore for OSS isn't recognized by MS as a CA. It's the cost of giving away free software I guess, pay $500 a year for an EV cert or trigger the UAC. OV certs still trigger until the sw has enough reputation, which could take years, depending on popularity. I just run as admin and have UAC turned off, since win7.
