As a user I am looking for the most up to date data for a specific year. As such, I want to be able to navigate to a year';s data without needing to understand what the different static datasets are.

In order to better serve such a user we may want to consider making the filing year the top level selection rather than the vintage of the data.

Examples of the home page and data publication phrase could look like:

The second example seems unnecessary because the data publication homepage view basically serves as a page where Year is the top level selector.

However, for the first example, having links on the homepage to the most recent versions of static datasets seems useful!
