There exists the Washington State Parcel Database. More information about it can be found here.

Data is provided by the counties in different forms and then aggregated by the state and it looks like the dataset is open for use by government agencies. Metadata about the database can be found here. This metadata has the project contact.

@ericspry They are giving us the Washington State Parcel Database, so this will be one to take to the DIG. I am getting update cycle and licensing terms from them. A zip file for the state is in drive, it includes a release notes with licensing details.
