Cert-manager operator fails to issue certificates

cert-manager version: 1.6.1 provided by The cert-manager maintainers
Issues:

1. No recursive DNS providers are available from operator hub installation. Need to manually define them to have this operator work.
2. Hardcoded link to service in namespace cert-manager
   By default operator is installed to the openshift-operators namespace, and the user has no option to change it.
   Fix the following errors: Error "failed calling webhook "webhook.cert-manager.io": Post "https://cert-manager-webhook.cert-manager.svc:443/mutate?timeout=10s": service "cert-manager-webhook" not found" for field "undefined".
