cant run open scenario

OS: WIndows 11
Carla: 0.9.15-packaged version
Python: 3.7 - anaconda
Hello,
I am having trouble with running the open scenario as i keep getting the No module named 'agents', I tried to fix this by using this post: 896 as shown in the image below, but even after that i still doesn't work i read through the getting started with scenario_runner and did the packaged version steps fully and followed the steps but i still cant run it. Any help would be appreciated thank you.
