We need a new design spec for NotificationsPanel that indicates the tokens and theming across all four themes. Currently, the panel only renders in Gray 100, regardless of which theme is present on the page.

  • Check Figma component
  • Check CSS for token usage
  • Create new design spec
  • Prepare for handoff
