The question, " 6.2.1 Is this grant, contribution, or transfer payment in excess of $5,000,000?", makes it sound like the screening criteria is whether the grant or payment is $5M each, a threshold which few programs would meet.

If the intent is $5M total, I recommend the following text:
6.2.1 Does this program issue grants, contributions, or transfer payments in excess of $5,000,000 annually?"
