As per comment cake-build/cake#117 (comment) it would be cleaner to use the configurable nuget package within teamcity rather than download from a hardcoded path in the metarunner.

This also extends to creating/utilising a default nugetsource location to download the additional nuget packages for the bootstrapper, rosyln and cake.
