Repository Root
Each ancestor folder from Repo root to the root of the containing volume
/home/.azdo-init.yml

Suggested Content for each of the above:
User's home folder:

Global configuration (like Azure DevOps instance)

Ancestor folders:

Team Project settings

Repository Root:

Project specific settings

Global configuration should include references to a Repository containing:

Custom Branch Strategies
Custom azdo-init Project Templates
