Use Docker Hub in addition to AWS ECR #65

Use Docker Hub instead of AWS ECR, because:

Docker hub is public, and the images are potentially useful to others
Allows our developers to pull prebuilt images
Allows CI to pull prebuilt images
Less dependence on AWS

Actually I think we should keep ECR, since having an image there should increase availability on AWS.
