api for intersections #9

e.g. how to count intersections that have some percent or number of bases overlap, for example.

e.g. add tag to bam files

so, perhaps the query interval is mutable.

this is not needed so much in rust as we can write:

inter.iter()
    .filter(|intersection| intersection.base_interval.stop() - intersection.base_interval.start() > 100)
    .map(|intersection| intersection.base_interval.mutate())
    .map(|intersection| writer.write_interval(intersection.base_interval))

but for python, we may want more of an API.
