Public lists are not visible to anonymous users from the user profile.

Describe the bug
If I visit my user profile as a anonymous user, and click on lists I am asked to login, but the lists are public, and can be seen from the main instance page.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'https://books.paladyn.org/user/john'
2. Click on 'Lists'
3. Prompted to log in

Expected behavior
Should see the same as going to 'https://books.paladyn.org/list' - except only showing lists created by that user.
