Steps To Reproduce

Go to website
Select login
Login

Expected Result

Login used should be moved to the top of the list. This is how it worked for years, but is no longer the case. If I have 50 logins for a website and only use 3 of them most of the time, those should be at the top of the list.

Actual Result

Login order stays the same - unsure how it even decides the sorting

Adding on to this, the sort used to put all logins with a 'ZZZ' prefix at the bottom, but that is no longer the case since the Bitwarden UI was redesigned. A lot of us use 'ZZZ' prefixes for old logins since Bitwarden does not yet have an 'Archive' feature.
