Line Spacing Results in Insufficient Click Space for Links Placed Directly Above/Below

Describe the bug
It appears that two links of the same size, one above the other can result in there being insufficient click space for the student.

To Reproduce
In my case, this line of code appeared to produce the issue.
<a href="#">[H195] Reading 3</a> <br /> <a href="#">[H195] Reading 4</a>
