We keep running out of encrypted listener connections. Suggestions:

  1. Figure out how to properly release encrypted lisetener connections or
  2. Switch to nr-oracle-service

I'm leaning towards #2. @RMCampos @jazzgrewal?

Currently we're seeing this message below on PRs, TEST and PROD. All deployments are failing.

exceeded simultaneous SESSIONS_PER_USER limit
