Is your feature request related to a problem? Please describe.

Currently we are limited in what we can do with GWA and at times are at risk of impact from changes to Kong.

Describe the solution you'd like

Enhance GWA to stand independent of Kong. GWA will serve as the master for data, backup, restoration (schema, metadata, database information for Kong). GWA will then hold all data necessary to shutdown and re-initialize the Kong cluster.
